Director of Talent Acquisition

The Director of Talent Acquisition is responsible for driving the execution of recruiting and search strategies, while ensuring superior candidate experience throughout the recruitment process at all levels of the agency. The Director is responsible for developing and implementing a centralized recruitment and selection process that is efficient and effective in acquiring talent for varied position throughout the agency. Develops a team approach that is focused on collaborating with the HR team members to meet the overall recruitment needs of the organization. The Director is also responsible for managing the recruitment budget to include use of third party for advertising; participating in job fairs; use of social media; and supporting organizational recruitment events.  The Director ensures equitable employment practice and maintains compliance with policies and procedures and state/federal regulations related to employment practices.

 

Qualifications:

  • Bachelor’s degree in Human Resources or related field.
  • 5 + years progressively responsible leadership experience in Talent Acquisition as well as experience in recruitment processes, employment law and industry trends.
  • Demonstrated industry and market knowledge of strategic employment practices. 
  • Experience developing and utilizing metrics to inform business decision.  
  • Exceptional interpersonal and relationship management skills in order to initiate and develop productive working partnerships with all levels of management/leadership and staff along with effective vendor management experience.
  • Knowledge of state and federal employment and labor laws; understanding of anti-discrimination laws and OFCCP/EEO Compliance.     
  • Detail oriented, well organized with strong time and project management skills.
  • High level of integrity and handles confidential information with tact.
  • Strong analytical skills.
  • Proficient with MS Word, MS Excel, MS Outlook, MS PowerPoint.     
  • Criminal background check that meets Agency standards.
  • PHR or SHRM-CP.
  • Experience with Ultimate Solutions (HRIS system).

Responsibilities:

  • Works collaboratively across the agency to build, lead, evolve, develop and drive talent acquisition philosophy, strategy, programs, and tools to support talent needs.
  • Collaborates in an agile fashion with HR peers, hiring managers and senior leaders in a productive way that manages expectations and keeps all parties to a hire engaged.
  • Builds a compelling employee value proposition and brand in partnership with HR and Advancement to drive amazing place to work messaging.
  • Leads and motivate talent acquisition team by developing productivity metrics, goals, and hiring processes efficiencies; Inspire, coach and mentor team members with continuous feedback and professional development plans.
  • Maintains professional and technical knowledge to ensure state-of-the-art skills and practice.
  • Maintains working knowledge of existing and updated EEO, OFCCP, and affirmative action policy.
  • Maintains working knowledge of diversity and inclusion topics.
  • Develops creative and innovative strategies for sourcing, acquiring, engaging and retaining top talent that align with the strategic direction of the Agency.
  • Leverage recruiting and EEO metrics and analyses to validate and revise recruiting strategy.
  • Conducts annual Affirmative Action Plan analysis. Drafts annual Affirmative Action Plans.
  • Ensures OFCCP compliance through filling of EEOC-1/ VETS reporting and follow through of Affirmative Action Plan initiatives.
  • Evaluate and improve the recruitment process from sourcing and testing new recruiting tools to tracking recruitment KPI’s; Enhance the bench strength of candidate funnel.
  • Assists with Agency compensation strategies as assigned.
  • Partners with IT on HRIS strategy development and implementation.
  • Works to ensure inclusion is incorporated into hiring policies, practices, and messaging.
  • Oversees the Talent Acquisition strategy and staff
  • Delegates effectively and follows up to ensure expectations are met.
  • Provides ongoing performance coaching and feedback.
